My guess is that you are 100% correct.
Reason being because that cylinder head oil leak is not solved by changing the cylinder head gasket - it is solved by changing a seal on the right hand front of the cylinder head! So your dealer is proposing to do work that 99% of the time is not going to solve the problem you have identified.
There are lots of posting here about this issue - scan back - print off a couple of them and take them to your dealer and ask for a quote to repair just the seal.
